The provisioning adapter exists and is tested against mocks. It has not been tested against the live service, and amicu apply cannot deploy to it yet.

Overview
Scaleway is a French sovereign cloud with provider-managed GPU instances. The adapter drives the Instance API to create a server, power it on, inspect it, and delete it. Scaleway has no public spot market, so offerings are on-demand only.
Every Scaleway region in the catalog is in the EU, so the EU filter admits all of them.
Setup and credentials
The adapter authenticates with a Scaleway secret key. apply does not run this provider yet, so there is nothing to configure today. Credentials will be secret references only; never write a token into HCL (see Secrets).
